Suggestion to stop House telecast during disruptions

NEW DELHI - Several suggestions, including stopping telecast of parliament proceedings during disruptions, were made at an all-party meeting convened by Speaker Meira Kumar here Wednesday, sources said.
Among the suggestions given were that telecast of proceedings should be stopped during disruptions, important bills should not be passed without discussion and more issues should be taken up for discussion, sources said.
The Left parties said that rules should be amended so that technical reasons are not used to reject motions on important issues.
Five days were lost in the last session as the government did not agree to an adjournment motion on price rise. The government should be more accommodative, Communist Party of India-Marxist leader Basudeb Acharia told IANS.
Acharia, who attended the meeting, said his party suggested that members, who get permission from the chair, should be allowed to speak without disruption.
The member who is speaking should not be disrupted, he said.
The meeting was a follow-up to an earlier discussion organised by the speaker in August to discuss ways to end disruptions and forced adjournments of the House. The winter session of parliament begins Nov 9.
The last meeting was held in the backdrop of a “mock” parliament held in Lok Sabha by some opposition parties during the monsoon session.
The political parties had regretted the mock parliament.
Asked if there will be more such meetings, the speaker said: “If there is need and leaders of various parties feel, similar exercises can be carried out.”
A meeting of the floor-leaders has also been convened by the speaker on the opening day of the winter session to ensure that the month-long session runs smoothly.
Prime Minister Manmohan Singh, Leader of Lok Sabha Pranab Mukherjee, Leader of the Opposition Sushma Swaraj, senior Bharatiya Janata Party leader L.K. Advani, Parliamentary Affairs Minister Pawan Kumar Bansal, Minister of State in PMO Prithviraj Chavan and Janata Dal-United chief Sharad Yadav, Agriculture Minister Sharad Yadav, Samajwadi Party leader Reoti Raman Singh and Communist Party of India leader Gurudas Dasgupta were among those who attended the meeting Wednesday.
